– Preflight Assessment
A commercial pilot must determine that the pilot, aircraft, environment, and overall operation are ready for flight. Preflight assessment goes beyond completing a walk-around—it requires determining whether the flight can be conducted legally, safely, and within acceptable risk.
Pilot Self-Assessment — CA.II.A.K1
Use the IMSAFE checklist to evaluate fitness for flight:
- I — Illness: Symptoms that could affect performance
- M — Medication: Prescription, OTC, or other medication effects
- S — Stress: Personal or professional distractions
- A — Alcohol: Regulatory compliance and actual fitness
- F — Fatigue: Adequate rest and alertness
- E — Emotion/Eating: Mental and physical readiness
Being legal does not always mean being safe. A commercial pilot must recognize personal limitations and be willing to delay or cancel a flight when necessary.
Checkride Focus: Be prepared to explain when you would choose not to fly despite technically meeting regulatory requirements.
Aircraft Appropriateness & Airworthiness — CA.II.A.K2
The PIC must determine that the aircraft is airworthy and appropriate for the mission.
Use ARROW to verify required aircraft documentation:
- A — Airworthiness Certificate
- R — Registration
- R — Radio Station License when required internationally
- O — Operating Limitations
- W — Weight and Balance
Airworthiness also requires verifying inspections, equipment, Airworthiness Directive compliance, and aircraft configuration.
Know the major inspection requirements:
- Annual: Every 12 calendar months
- 100-Hour: When required for applicable for-hire/instruction operations
- ELT: Inspection every 12 calendar months; battery replacement/recharge requirements also apply (1 hour of useful battery usage).
- Transponder: Every 24 calendar months when applicable
- Altimeter/Static System: Every 24 calendar months for applicable IFR operations
- VOR: Within the preceding 30 days when required for IFR use
You should be able to use the aircraft records to determine whether the airplane is legal for the specific flight being conducted.
Preflight Inspection — CA.II.A.K3
Use the appropriate checklist while understanding what you are inspecting and why.
Pay particular attention to:
- Fuel: Correct grade, quantity, contamination, caps, and vents
- Oil: Proper quantity and evidence of leaks
- Flight Controls: Condition, security, freedom, and correct movement
- Landing Gear/Tires: Tires, brakes, struts, leaks, and damage
- Propeller/Spinner: Nicks, cracks, damage, and security
- Pitot-Static System: Clear openings and undamaged components
- Lights/Antennas: Condition, security, and required operation
The objective is not simply to complete the checklist. Determine whether each item is normal, legal, and safe for flight.
Environmental Assessment — CA.II.A.K4
Evaluate the complete operating environment, including:
- Weather, ceilings, visibility, winds, and crosswinds
- Thunderstorms, icing, and density altitude
- Terrain and obstacles
- Airport and runway conditions
- NOTAMs and TFRs
- Airspace and route considerations
- Alternates and diversion options
Under 14 CFR § 91.103, the PIC must become familiar with all available information concerning the flight. A commercial pilot should be able to interpret that information and determine how it affects the proposed operation.
Risk Management — PAVE
Use PAVE to organize the major areas of flight risk:
Pilot: Fitness, proficiency, currency, experience, and limitations.
Aircraft: Airworthiness, equipment, performance, fuel, and weight and balance.
enVironment: Weather, terrain, airports, airspace, obstacles, and runway conditions.
External Pressures: Passengers, schedules, costs, appointments, or pressure to complete the flight.
Commercial-level decision-making means recognizing when risk is increasing and being willing to delay, divert, modify, or cancel the operation.
Aviation Security
Remain alert for unauthorized aircraft access, tampering, suspicious activity, unsecured facilities, or unexplained changes in aircraft condition. Investigate anything abnormal before accepting the aircraft for flight.
What You Must Demonstrate
During the practical test, be prepared to:
- Conduct a proper preflight inspection using a checklist.
- Determine that the airplane is in condition for safe flight.
- Verify the aircraft conforms to its approved configuration.
- Evaluate your fitness for flight.
- Identify and manage environmental and operational risks.
The examiner is looking for more than memorized acronyms. You must demonstrate that you can combine pilot readiness, airworthiness, aircraft condition, environmental factors, and risk management into a sound go/no-go decision.
Commercial Pilot Standard

Am I fit to fly? Is the aircraft legal and safe? Are the conditions acceptable? What risks exist, and how will I manage them?
That decision-making process is the foundation of an effective preflight assessment.
